[Papyrus is actually rather engrossed in watching Ban work. Sure, he loves to cook himself, but he also loves to watch other people cook too. Mettaton's cooking show is actually his favorite one of Mettaton's entire network, although there's usually not so much cooking happening as there is of the robot winding up talking about himself the whole time and then just showing a cake or something at the end.
