[Well, that makes two of them. Giovanni's always in doubt of himself, and this situation is no different in that regard. But Keith is asking his question dressed as a statement, and whilst he doesn't necessarily agree that this is something they have to do, it's the way the majority of the group would prefer them to proceed. Obeying majority rule is only one small step away from obeying a superior power, when one thinks about it-- at least, looking at it this way makes it fit more easily with Giovanni's existing schema of the world, makes it that little bit easier to go against the training he's had hammered down into his bones over the course of a lifetime.
